Meaningful Practice versus Forced Practice

It is only after a Sharia-compliant state system has been established that defaulters can be prosecuted. There is a serious precondition to this that the establishment of the Sharia-compliant governance system has to be achieved through due process, that is through popular consensus, it cannot be demanded as a ransom for the hijack of the safety of life and property of the public. Plus the prosecution after the establishment of Sharia is with the purpose of maintaining a just and fair system for all, not as a show of anger or hatred.
